What is Cultural Services?
Cultural Services is a single City of Louisville department made up of three divisions that work together to support culture, learning, creativity, and community connection. These divisions are:
Louisville Public Library
The Library provides access to books, digital resources, technology, learning programs, quiet study spaces, and community gathering areas. It also operates the Superior Community Center library space and pickup lockers through an Intergovernmental Agreement (IGA).
Louisville Historical Museum
The Museum preserves and shares Louisville’s unique history through exhibits, collections, walking tours, programs, and community storytelling. It helps residents understand how Louisville’s past shapes its present and future.
Arts & Events
This division manages public art, cultural programs, and City events—from murals and sculptures to concerts, multicultural celebrations, and long‑standing traditions like the Labor Day Parade and Fourth of July festivities.
Together, these three divisions form Cultural Services—a department dedicated to creating a vibrant, welcoming, and connected community.
Why is this a community‑led strategic plan?
Cultural Services—Library, Historical Museum, Arts & Events—exist to serve and reflect the community. As we make decisions about how to evolve these spaces, collections, and programs, it’s essential that you have a seat at the table.

How long will the survey be open?
The survey will remain open through the end of August as part of our primary engagement period. Exact closing dates will be posted on the project page and updated regularly.
How are you making sure everyone is heard?
We’re using multiple engagement methods to reach people in different ways and make participation as easy as possible:
This multi‑layered approach helps us hear from people who prefer in‑person engagement, those who prefer digital participation, and those who may not typically engage at all.
Why are Louisville and Superior residents being surveyed?
Louisville provides library services to Superior through an Intergovernmental Agreement (IGA), which includes the curated collection and pickup lockers at the Superior Community Center. Because Superior residents actively use these resources, their experiences and needs directly shape how we plan for the future.
We want to ensure Superior residents have a meaningful voice in decisions about library services, programming, and community spaces that they rely on.
What will happen with the results of the survey and engagement activities?
All input—survey responses, open house notes, focus group insights, and interviews—will be analyzed together to identify themes, priorities, and opportunities. These findings will directly inform the Cultural Services Strategic Plan, guiding decisions about:

Will my responses be anonymous?
Yes. All survey responses are confidential. If you choose to provide your name and email for follow‑up, that information is only shared with staff working directly on the Cultural Services Strategic Plan. Any results, summaries, or findings shared publicly will always be anonymized, and no individual responses will ever be attributed to you.
